abstract: The essay starts with an analysis of the government’s constitutional reform project concerning the elected premiership. After examining the key points of the reform, the text focuses on the broader objective of the reform proposal, which is to weaken the role of Parliament in favor of the Executive and, within it, the Prime Minister. It also tests the objectives underpinning the reform proposals and their adequacy in addressing the manifestations of the institutional crisis, sometimes understood merely as a ‘governability crisis’.
