abstract: The paper analyzes the proposed constitutional reform aimed at introducing the so-called elective premiership in Italy. The preference for an unprecedented form of government in the comparative landscape can likely be explained, at least in part, in light of the recent functional difficulties affecting the main European experiences of majoritarian democracy. This consideration prompts a reflection, first and foremost, on the issue of an appropriate negative use of comparative analysis and on the limits of constitutional engineering. It is argued that the content and the (only seemingly) precise nature of the proposed reform are not suitable for achieving the objectives and constitutional principles that the forms of government in democratic states must comprehensively uphold. In the concluding remarks, the paper highlights the shortcomings and potential negative implications of the reform proposal in light of the European integration process.
