abstract: This text analyses the potential impact of the changes taking place in the new global context on European digital regulation. On the one hand, there has been a paradigm shift in the relationship between technology companies and political power, which seems to indicate a move towards a more intensive use of the US administration to defend its interests in the face of digital regulation, particularly that of the European Union. This paradigm shift coincides with significant geopolitical changes, largely driven by tensions between the United States and China, exacerbated by the war in Ukraine and the fragmentation of globalisation. The fragmentation of globalisation will hamper the potential that market regulation has offered the EU to foster positive mediations between globalisation and Member States. We find ourselves in a new global context in which the two great leaders of fragmented globalisation (the United States and China) favour their own interests and develop negative mediations for other states. A scenario in which we can already see the new US administration using all its capabilities, including geopolitics, to hinder the implementation of European digital regulation.
